2. Require all healthcare insurers to provide and post "cafeteria" style rates for industry comparison.
3. Allow people to buy insurance from any provider from any state.
4. Encourage employers to pay all or portion of employee's individualized plan, instead of group plans.
5. Poor return to Medicaid.
6. Elderly return to Medicare (if needed)
