Apple, Google To Ban Location Tracking In COVID-19 Tracing Apps

Apple and Google have developed a COVID-19 tracking system that would alert people if they've been in contact with the virus — but they'll ban the use of location tracking in apps that use it.

On Monday, Apple and Google released new details about the joint Exposure Notification API software. It can be used in iOS or Android apps that would alert people if they have been in contact with someone who has tested positive for the coronavirus. The feature will be optional to use.

The companies said the data would be collected using Bluetooth every 10-15 minutes so it can avoid GPS tracking.

Privacy advocates previously raised concerns about the feature possibly revealing the identities of infected people or leading to false self-diagnoses. 

Around the world, the software will only be available for one official app per country. But local governments in the U.S. can decide how they would like to use it.

World Leaders Pledge Billions For Coronavirus Vaccine

More than 30 countries, banks and other organizations pledged to give 7.4 billion euros, equivalent to $8 billion, for research for a vaccine against COVID-19. 

The European Union gathered the pledges in a virtual event Monday. It fell short of its goal of 7.5 billion euros, but more money could be on its way. The U.S. and Russia did not participate. But the European Commission alone pledged $1 billion to the effort. Commission President Ursula von der Leyen said this is just the start of a "global pledging marathon" and more money will be needed. 

"The reality is that we will have to learn to live with the virus until, and unless, we develop a vaccine," von der Leyen said. "And this is why we have to join forces and pool our money and our minds to kick-start work on vaccines, diagnostics and treatments against coronavirus."

Several other countries, including the U.K., which pledged $925 million, co-hosted the conference. British Prime Minister Boris Johnson, who spent three nights in intensive care with COVID-19, emphasized the importance of working together. 

"To win this battle, we must work together to build an impregnable shield around all our people, and that can only be achieved by developing and mass-producing a vaccine," Johnson said. 

Johnson said the U.K. will host Gavi, the Vaccine Alliance's global summit on June 4.

U.S. Treasury Seeks To Borrow Record $2.9 Trillion In Second Quarter

The Treasury Department said Monday it expects to borrow a record $2.999 trillion during the current April-June fiscal quarter.

The Treasury said in a statement Monday the huge sum is needed to fund the various federal relief efforts taken to help the economy through the coronavirus pandemic. It also said the borrowing is needed to cover expected shortages in revenue due to this year's tax deadline being pushed back from April to July.

For perspective, the nearly $3 trillion amount is more than five times larger than the previous single-quarter-borrowing record set during the 2008 financial crisis. It's also more than double what the government borrowed for all of last year.

The Treasury also said it expects to borrow an additional $677 billion during the upcoming July-September quarter.
